Mykola Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine, commented upon the situation in the Ukrainian capital, and declared that the Kyiv City State Administration headed by Oleksandr Popov had no chance on support of Kyiv citizens as long as it would be an integral part of L. Chernovetskyi's united team.
Commenting on the poor support of new Kyiv administration, M. Tomenko declared that he considered it objective, and gave two reasons why Kyiv citizens reject it. Firstly, due to various reasons O. Popov is always stressing that he rules the administration of Kyiv together with Leonid Chernovetskyi and has no claims against him.
The second reason, according to the Deputy Chairman, is total organizational and personnel dependence of the acting Kyiv dignitaries on the officials of the Administration of the President of Ukraine. He admitted that it is not a secret that any human resources changes in the capital are among the prerogatives of people ‘in charge of´ Kyiv in the President´s Administration. "Thus, new Kyiv high-ranking authorities shall not count on social support of Kievers, unless they assert themselves as an independent team able to renovate Kyiv after plundering of previous authorities."
